The Government Procurement Program is part of the Government Relations Department; this unit was initiated as per the Government mandate that all Government departments dedicate at least 5% of their annual procurement activities through companies registered with the Establishment, in accordance to local order.
This program aims at creating alliances with several private corporations to support this initiatives by allocating at least 5% of its annual Procurement contracts to the registered member in the Government and Members Relations Program, this alliance is an added advantage to the member of the GMR program to facilitate activities and program is a valuable and highly effective means for corporations to contribute to the growth of the economy and build bridges with the young business leaders of the future.
Program Goals:
- Provide all facilities and support to the members of the GPP program to encourage and develop the business.
- Facilitate and encourage member’s participation to win bids and contracts with Government and semi-Government entities.
- Provide the opportunities for members to win bids and contracts with Government and semi-Government entities.
- Increase level of competitiveness of its members over its counterparts in the private sector.

- Obtain Tejari membership, which allow its members the advantage of participating in all the bidding which occurs through Tejari website, also establish their own marketplace electronically through ‘’My Tejari’’, and create a virtual ‘showroom’ for your products and services, also receiving information regarding Tenders and Bidding through Electronic email and SMS.
- Match making between Government and Semi-Government entities requirements and member’s products and services.
- Participation in Exhibitions, Conferences organized by the Establishment.
- Development of the Members products and services to reach high level of quality through SGS international program through Quality Development, and thus qualifying members for the ISO certification.
- Develop member’s ability to compete in the open market through training members on the latest Management Concepts.
- Introduction of members of Government and Members Relations Program; their services and products to the Government and Semi-Government entities.
- Usage of Sheikh Bin Rashid Establishment Logo.
Conditions for joining Government Procurement Program
:
- Company must be established in the Emirate of Dubai.
- The Establishment should be owned and run completely by its
National owner (s) or one of the owners, Non-national partner is
prohibited.
- The Establishment should be classified as Small or Medium
Enterprises as per the GR Classification.
- The Company should be at least one year since set-up (in Case
of applying for Trade-license, Company should be less than three
years old).
- During exemption period One license will be issued, another
license could be obtained if and only activities of the new
license are compatible to the first license.
- Number of Trade license issued per applicant prior to
submitting membership application should not exceed four ( in case
of requesting Labour exemption, no restriction on the number of
Trade License).
- Type of activities of the New Company should be compatible and
complementary to the Establishment’s set-category.
- Original Passport and Nationality Card plus Copies for the
Owner and Partners ‘if exists’.
- List of Company’s services and products.
- Copy of the Trade License (Trading, Industrial, Professional
and Tourism).
- Copy Of Commercial Reg. and Partners List Supplement
- Letter of the Bank stating the authorized signatures on the
company account with the Bank statement for the last 3 months.
- Copy of the company Card issued by the Ministry of Labour.
- Latest Financial statement (Fiscal budget) signed off by a
licensed public Auditor in the Emirate of Dubai.
- Memorandum and article of Association Copy (In case of
Partnership and L.L.C Companies)
- Copy of the Contracts and LPO’s acquired.
- Copy of the authorisation/ Agency ‘’ if available’’
- Company map Location including the address.
Important Notice:
- Approval to participate in this program is based on the type
of the company and whether there will be a benefit from this
program and the Government/Semi-Government entities.
- The Establishment has the right to request any documents that
may effect the decision whether the firm can or can not join the
Program, and also has the right to visit and inspect the firm to
check those documents.
- Type of positions held by the applicant and hours dedicated
for the business will be considered in the approval decision.
- Other Documents and approval may be required
- Member should pass the probation/training period “Quality
management training”.
